TUC Calls for Reassessment, Arguing that OBR Hinders Economic Growth

The Trades Union Congress (TUC) is calling on new Chancellor John Healey for a comprehensive review of the Office for Budget Responsibility (OBR). TUC argues that OBR's assessments overlook the benefits of public investments, negatively affecting these investments. It particularly notes that the assumption by OBR that public investments "crowd out" private capital has been contested by many economists.

TUC General Secretary Paul Nowak stated that OBR has long hindered healthy growth across the country, emphasizing that current models contain flawed assumptions about austerity policies. Nowak said, "At a time when the world is moving away from austerity logic, it is unacceptable for OBR to maintain these outdated approaches. However, with a comprehensive review, OBR can be aligned with modern economic realities."

These criticisms resemble calls for the restructuring of OBR. Numerous think tanks and campaign groups are questioning OBR's current approach. For example, Louisa Dollimore from the Good Growth Foundation described OBR as "a driver left behind with outdated maps" and stated that this hinders long-term planning and investments.

Healey's predecessor, Chancellor Rachel Reeves, appointed Jonathan Haskel as the new head of OBR. Haskel will lay the groundwork for this year's budget by preparing new economic forecasts. In previous statements, Haskel expressed that the economic outlook is more pessimistic than many experts suggest and noted that the UK's financial situation is not very good. TUC is also calling for the strengthening of investment bodies like the National Wealth Fund, urging the government to relax current financial rules to enable more investment.

TUC argues that the government should expand the investment authority of the National Wealth Fund and states that projects capable of providing long-term returns should also be evaluated. Nowak said, "Amid global economic uncertainties, the Labour Party has achieved the second fastest growth among G7 countries. However, the government needs to do more to encourage investments."
