The Iran War Threatens Healey's Budget Plans
The ongoing war in Iran risks seriously affecting the initial budget plans of UK Chancellor of the Exchequer John Healey. The Institute for Fiscal Studies (IFS), an influential think tank, pointed out that price increases triggered by the US-Israel conflict threaten the budget the government hoped to allocate for public services. This situation means that Healey may have to either make spending cuts or raise taxes.

The Treasury has refrained from commenting on the matter, while Healey stated in a recent announcement before the upcoming International Monetary Fund meeting, "Conflicts in the Middle East and Europe are raising fuel prices and increasing the cost of mortgages, affecting countries worldwide. However, Britain and our allies can face these challenges together,". Healey noted that his budget would be built on fiscal discipline aimed at enhancing economic resilience.

However, the government is under pressure to prove it is maintaining tight fiscal control over financial markets in the face of rising borrowing costs. The IFS emphasized that Healey should avoid making any spending commitments in his budget speech on October 28. IFS Director Helen Miller stated, "Continuing the status quo is not an option for the Chancellor. Failing to keep spending plans up to date will cause inflation to undermine departments' budgets,".

Alongside Iran, Russia's invasion of Ukraine has led to rising energy prices worldwide. These increases are reflected back to consumers as higher prices, also raising the government's borrowing costs. While high inflation may increase tax revenues, it reduces the value of departments' cash budgets.

The IFS forecasts an increase of about £10 billion in the government's borrowing costs for the years 2029-30. However, it still predicts that the government will borrow for investment projects in compliance with its own fiscal rules and continue to reduce the ratio of debt to GDP. It is stated that spending plans, particularly with the aim of increasing defense spending, may require further tax increases. Healey may not address the overall budget totals at this stage and may leave such decisions to future events.

In conclusion, like past Chancellors, Healey's attempt to meet fiscal rules based on unrealistic spending plans may bring uncertainties in the future. This situation could raise doubts about the reliability of the government's budget plans.
