The Hospitality Sector Calls on Andy Burnham to Explain VAT Reduction Plans
19 Eylül 2026 6· The Guardian – Business

The hospitality sector in the United Kingdom has written an open letter to Andy Burnham, signed by over 800 businesses, requesting him to explain the VAT reduction plans. The #VATsTheProblem campaign, supported by renowned chefs, highlights that without a fairer tax burden, more business closures and job losses will occur. Among the signatories are pub and beer producers like Fuller’s, Greene King, and Wetherspoons, as well as restaurant groups like Franco Manca and Pizza Express.
The campaign emphasizes that the hospitality sector needs a VAT rate compatible with Europe, based on Burnham's previous promises. Currently, the 20% VAT rate applied to the hospitality sector in the United Kingdom threatens the sustainability of businesses. Tom Kerridge, one of the famous chefs, stated that this situation negatively affects the sector and that the high costs of the workforce combined with the VAT rate create a difficult picture.
The letter states, "Without a fairer tax burden, closures will accelerate, job losses will increase, and opportunities for young people will decrease." It is also expressed that a lower VAT rate could turn closures into openings and lost jobs into new ones. In this context, over 370,000 people signed a petition demanding a 10% VAT rate for the hospitality sector.
The government committed to providing more options for pub tenants following the pub code review in 2016. Among these changes are allowing tenants to purchase products independently from pub companies and to make longer-term agreements. However, due to the challenges of the current system, it was noted that only 400 tenants benefited from this opportunity between 2022 and 2025. While the hospitality sector closely monitors the steps the government will take, it continues to fight to protect the workforce and create new opportunities.
