Manchester City was found guilty of violating a significant portion of the 115 financial rules under scrutiny. According to a report by The Athletic, the independent panel's decision indicated that the club was acquitted of only one charge. While the Premier League refrained from commenting on the matter, Manchester City also did not make any statements regarding this issue. The club issued a statement indicating that the Premier League process is ongoing and that important elements need to be completed. The statement emphasized that the club has respected the process over the past eight years and expects the Premier League management to act as an independent and impartial regulator.
In the event of a guilty verdict, it has been reported that Manchester City will appeal the results. It is noted that other Premier League clubs are aware of the independent panel's decision and have sought legal advice to evaluate their potential claims for compensation related to this process. In February 2023, Manchester City faced over 100 charges for allegedly violating the Premier League's financial rules. The club was accused of breaching these rules between 2009 and 2018.
The hearing began behind closed doors in September 2024 and concluded in December 2024 after approximately 12 weeks. The Premier League stated that Manchester City violated the requirement to provide financial information that accurately and honestly reflects the club's financial situation. The club, however, denied all charges, stating that their case is supported by "irrefutable evidence." During the period covered by the charges, City won a total of eight trophies, including three Premier League championships.
Among the figures managing Manchester City are Roberto Mancini, Manuel Pellegrini, and Pep Guardiola. Additionally, a separate case between the Premier League and the club was also heard last year. In 2024, an independent arbitration panel ruled that some rules set by the league were invalid based on an arbitration request initiated by Manchester City. The club and the Premier League reached a settlement in September 2025, acknowledging that the rules are valid and binding, thus concluding the legal processes.
