John Healey Discusses New Global Defense Bank with Canada

UK Defense Secretary John Healey is holding talks with the Canadian government to join a new global defense bank. This bank is said to help allies rearm against increasing security threats. Healey is reported to have received an official invitation for the UK to be a founding member of this initiative.
In the past, during his tenure as defense secretary, Healey argued that UK observers should be present in the defense bank discussions led by Canadian Prime Minister Mark Carney. However, this faced opposition from the Treasury, which wanted to halt these international talks. Healey's predecessor, Rachel Reeves, was concerned that the new bank would not address the UK's defense procurement issues and had focused on lending to smaller defense firms in countries with lower credit ratings.
Healey met with Canadian Finance Minister François-Philippe Champagne two weeks ago at the G20 summit in North Carolina, and they are expected to meet again in the UK this week. The two ministers plan to discuss the defense bank issue and meet at the EU finance ministers' meeting in Dublin. Canada has invited the UK to be a founding member of the bank along with eight other countries, including Ukraine and Turkey.
Healey resigned from the defense ministry last June and criticized the government's defense spending package for falling £13 billion short of the required amount. As Finance Minister, he plans to present a roadmap for a 3% defense spending target in the 2027 spending review. The DSRB needs to provide financial leverage to become a major player beyond current commitments. Government officials state that they are committed to increasing defense industrial capacity in collaboration with international partners.
As a result, the steps taken to increase and modernize the UK's defense spending are shaped by efforts to strengthen international cooperation. The integration of the DSRB and other defense mechanisms could enable countries to finance defense projects more efficiently and at lower costs.
