UK Retail Sector Calls for Reduction in Youth Employment Costs
14 Ekim 2026 30· The Guardian – Business

Leading representatives from the UK retail and services sector met with Secretary of State for Business and Pensions John Healey to call for a reduction in youth employment costs. Leaders from major brands such as Tesco, Costa Coffee, and Co-op conveyed to Healey that the burdens on employers regarding national insurance contributions need to be alleviated. The meeting was also attended by Marks & Spencer CEO Stuart Machin and Sainsbury's CEO Simon Roberts.
Sector representatives emphasized that Healey's decision to lower the income threshold for employers' national insurance contributions from £9,100 to £5,000, made by former minister Rachel Reeves, has had negative effects. They stated that this change has made it more difficult for young people and part-time workers to access high street jobs and has increased youth unemployment rates. Employers are calling for these thresholds to be raised to £6,000, believing that this would help create new employment and alleviate inflationary pressures on the high streets.
Retail and service sector representatives also hope that Healey will reduce business taxes. A source attending the meeting expressed that the requests of the sector representatives were taken into account and that a positive dialogue was established. Healey promised to support businesses struggling with rising energy costs. Helen Dickinson, CEO of the British Retail Consortium, stated that retail is a vital engine for growth, providing employment, investment, and support to communities across the country.
On the other hand, the importance of the regulations Healey will implement to alleviate the pressures on employers and young people's employment was highlighted. However, Healey rejected proposals from some opposition parties and responded negatively to calls for equalizing capital gains tax and income tax rates. Although economists suggest that this equality could yield an annual £11.3 billion for the state budget, Healey dismissed the proposal due to concerns that it could reduce investment.
As a result, the retail sector is waiting for steps the government will take to increase youth employment and develop job opportunities. Healey's first budget presents an opportunity to achieve these goals and is critically important for the future of the sector.
